What this program is, who it's for, and why it works

Welcome to the SmartFlex team. You're joining a program specifically designed to get hardworking Georgians licensed as insurance agents — without the traditional exam barriers that stop most people before they start.

What is SmartFlex Agency?
We're a Georgia-licensed insurance agency that sponsors sub-agents through the state's Limited Sub-Agent program. We handle the sponsorship paperwork, you complete a 20-hour course, and the state issues your license. Once licensed, you earn commissions enrolling clients in ACA health plans and Medicare products.

Your 5-Step Licensing Roadmap

Timeline: Most agents complete all 5 steps within 3–4 weeks. The longest part is the background check (typically 1–2 weeks).

Complete Your 20-Hour Pre-Licensing Course

Complete a 20-hour Georgia insurance pre-licensing course online. We recommend Kaplan Financial Education — fully online, self-paced, and Georgia-approved. Cost is typically $60–$90. Keep your certificate of completion — you'll need it for the state application.

🎓 Kaplan tip: Choose "Georgia — Life and Health" or just "Health" depending on the products you want to sell. Health alone covers ACA and Medicare.

Pass Your Background Check

The Georgia Department of Insurance requires a background check for all new licensees. SmartFlex will provide instructions for submitting your fingerprints through the state's authorized vendor (Cogent Systems / GAPS). Cost is approximately $51.50. Most background checks clear in 5–10 business days.

Note: A past misdemeanor doesn't automatically disqualify you. The state reviews on a case-by-case basis. Email support@smartflexagency.com if you have questions about your specific situation.

SmartFlex Submits Your Sponsorship

Once you've completed your course and background check, send your completion certificate to SmartFlex. We'll file the sponsorship paperwork with the Georgia Department of Insurance on your behalf. This is the critical piece — sponsorship is what makes the exam waiver possible.

✅ You don't take a state exam. Georgia's Limited Sub-Agent designation specifically allows SmartFlex to sponsor you in lieu of the traditional state exam. This is a legitimate, fully legal pathway.

Receive Your Georgia Limited Sub-Agent License

The Georgia Department of Insurance issues your official license. You'll receive a license number from the state's NIPR system. From this point, you're fully licensed to enroll clients and earn commissions. Welcome to the team! 🎉

Required Certifications

State license + federal certifications you must complete before enrolling clients

Beyond your state license, federal requirements mandate additional certifications before you can enroll clients in ACA or Medicare plans. These are free and online.

    ACA Marketplace Certification (CMS)
    Required annually. Must complete before enrolling any ACA Marketplace clients. Takes ~3–4 hours. Free via CMS. Complete at Federally Facilitated Marketplace (FFM) through the MLMS portal.

    Medicare Learning Network (CMS)
    Required before selling Medicare plans. Covers Medicare Advantage (Part C) and Prescription Drug Plans (Part D). Free. Each carrier (UnitedHealthcare, Humana, etc.) may also require carrier-specific certification.

    Carrier Certifications
    Each insurance carrier you sell for (Ambetter, BCBS, UnitedHealthcare, Humana, etc.) requires its own certification — typically 1–2 hours each, free, completed on their agent portals. SmartFlex will guide you on which carriers to certify with based on your market.

    Annual Renewal
    ACA certification renews every plan year (typically Oct–Nov). Medicare certifications renew annually. Your state license requires continuing education every 2 years (24 hours). SmartFlex will send reminders.

ACA health plans, Medicare, and how they work

ACA Health Insurance (Primary Focus)

The Affordable Care Act (ACA) Marketplace is where most new agents start. These are individual and family health plans sold through Healthcare.gov during Open Enrollment (Nov 1 – Jan 15) and during Special Enrollment Periods.

Metal Tiers:
🥉 Bronze — Lowest premium, highest out-of-pocket. Best for young/healthy clients rarely using healthcare.
🥈 Silver — Middle ground. Required for Cost-Sharing Reductions (subsidies). Most popular tier.
🥇 Gold — Higher premium, lower cost when using care. Best for clients with regular medical needs.
💎 Platinum — Highest premium, lowest out-of-pocket. Best for clients with chronic conditions.
Premium Tax Credits (PTCs): Clients earning 100%–400% of the Federal Poverty Level qualify for subsidies that lower their monthly premium — often to $0/month. This is your biggest selling point. Most Georgia residents qualify for subsidized plans.
Medicare

Medicare covers Americans 65+ and certain younger individuals with disabilities. Two main product categories:

Medicare Advantage (Part C): Private insurance alternative to Original Medicare. Bundled coverage (Parts A, B, often D). Most plans have $0 premium. High commission per enrollment.

Medicare Supplement (Medigap): Fills gaps in Original Medicare coverage. Higher premium but predictable costs for the client.
Special Enrollment Periods (SEPs): Clients can enroll outside Open Enrollment if they have a qualifying life event: losing job-based coverage, getting married, having a baby, moving to a new coverage area, or gaining citizenship. SEPs are your year-round sales opportunity.

Cold / Warm Outreach Hey [Name], my name is [Your Name], I work with SmartFlex Agency. We help Georgia residents find health insurance that actually fits their budget. Quick question — are you currently covered, or are you looking for coverage right now?
If they have coverage already That's great. A lot of people I talk to are paying way more than they need to, or missing out on subsidies they qualify for. Would you be open to a free 5-minute review? Worst case, you confirm you've got a great deal.
Qualifying Questions
  • Are you currently on job-based insurance, Medicaid, or Medicare?
  • Do you have a spouse or dependents who need coverage too?
  • Roughly what's your household income? (Needed to check subsidy eligibility)
  • Do you have any preferred doctors or hospitals you need in-network?
  • Are there specific medications we need to make sure are covered?
Common Objections
"I can't afford health insurance."
That's exactly why I'm calling. Most people I work with qualify for $0/month plans through the ACA Marketplace — and many don't even know it. Can I check your eligibility real quick? Takes 2 minutes and there's zero obligation.
"I'll just go on Healthcare.gov myself."
Totally fine — I just want to make sure you don't miss any subsidies or pick the wrong plan. My service is free; insurers pay me a commission. You pay the same premium whether you use an agent or go alone — so why not have someone in your corner?
"I'm already on Medicaid."
Good to know! If your income increases or your family situation changes, you may lose Medicaid eligibility. When that happens, I'm here to help you transition to a Marketplace plan so there's no gap in coverage.
"I have insurance through work."
Great — that's typically the best option. But if your employer doesn't cover dependents affordably, we can sometimes find better coverage for them on the Marketplace. Also good to know about me for when you change jobs!

How you get paid, when, and how much

Important: Commission rates vary by carrier and plan type. The figures below are general estimates for Georgia. SmartFlex will confirm exact rates when you are certified with specific carriers.

💡 Example: You enroll a family of 4 on an ACA Silver plan. Commission: $20/member × 4 = $80/month. That's $960/year — from one family. Enroll 10 families and you're earning ~$800/month in passive recurring income.

Carrier Pays SmartFlex Agency

Insurance carriers pay the agency commission monthly, typically 30–60 days after enrollment effective date.

SmartFlex processes sub-agent commissions monthly. Your commission summary is visible in the "Commissions" tab of this portal.

Recurring Monthly Income

As long as your enrolled clients remain on their plan, you receive commissions monthly. Building your book of business means growing your recurring income.

How long does it take to get licensed?
Most agents complete the full process in 3–4 weeks. The 20-hour course can be done in a weekend. The background check takes 5–10 business days. State processing is typically 1–2 weeks after sponsorship is filed.
What does it cost me to get started?
Expect approximately $100–$150 total: ~$60–$90 for the pre-licensing course, ~$51.50 for fingerprinting, and a small state application fee. SmartFlex does not charge for sponsorship.
Can I do this part-time?
Absolutely. Many agents start SmartFlex while keeping a day job. Insurance sales is flexible — you set your own schedule and work from home most of the time. The recurring commission model means your income compounds as your book of business grows.
Do I need prior sales experience?
No. We provide scripts, product training, and ongoing coaching. The most important qualities are being personable, following up consistently, and genuinely helping clients find the right coverage.
What if I already have a Georgia insurance license?
Great news — you skip Steps 1–4 entirely. Contact us at support@smartflexagency.com and we'll set you up with carrier certifications and your first leads right away.
How are leads assigned?
SmartFlex assigns leads based on your territory and capacity. As you prove your enrollment rate, you'll receive more and higher-quality leads. You can also generate your own leads — we'll train you on referral strategies.
When do I start getting paid?
Commissions begin once your first enrollment's effective date passes (typically the 1st of the month after enrollment). Carriers pay agencies 30–60 days after the effective date. Plan for 60–90 days from your first enrollment to your first check.
